Policies in gov’t now more women-friendly, says CSC

Posted by Michille on 30th March 2007

Koronadal City (30 March) — With the Women’s monthlong celebration coming to end, the Civil Service Commission (CSC) disclosed that the country has adopted more pro-women policies.

In a report, CSC head Karina Constantino-David says “these policies are necessary to respond to modern-day realities or correct a traditional bias against women in workplaces.”

Accordingly, there are now 831,521 females working in government or 56% of the total workforce and majority of whom are teachers.

Some of these policies is the grant of the two-month paid maternity leave to both married and unmarried female workers, where before, only legally married women were entitled to this privilege. In order to recuperate or care for their infant, unmarried women had to use up their regular leave credits or go on unpaid leave. Worst, because of lost income as a result of leave without pay, the new mother usually opted to report back to work immediately after giving birth.

David explains that “this policy seeks to provide every woman the same opportunity to recuperate as well as to care for her child regardless of civil status.”

The CSC also prescribed disciplinary rules for sexual harassment cases to ensure its systematic prosecution in the government workplace. The penalties for the offenses range from reprimand for light offenses such as unwelcome comments about a person’s sex life, to dismissal for grave offenses such as requesting sexual favors in exchange for promotion, passing grade and the like.

Victims of violence, either domestic or outside the home, have been entitled to additional paid ten-day leave since late last year. The ten-day privilege is intended to give extra time off for the woman to seek medical attention or take legal action against her abuser. The CSC says that any official who will deny the application of a qualified employee for such leave shall be liable for conduct prejudicial to the best interest of the public.

The CSC has also adopted measures that would minimize discrimination against women applicants and ensure equal representation in top positions in government. Presently, two of every five executive positions in government are occupied by women. (ac agad/PIA 12)
