Former President Fidel V. Ramos has urged all state leaders of the Asia- Pacific countries, including South Korean President Roh Moo-Hyun, to “restructure” the Asia-Pacific security to generate more investment, trade, tourism, technology exchange, and other forms of cooperation.
Ramos, who just arrived on Wednesday from South Korea where he attended the three-day Jeju Peace Forum, called for the strengthening of the socioeconomic diplomacy, democratic governance, and security cooperation among Asia-Pacific countries towards stability and progress in the region.

THE Philippines’ fiscal reform effort has stalled, according to the World Bank.
“Progress has stalled but has not been reversed,†Joachim von Amsberg, the multilateral lender’s outgoing country manager, said, adding the Philippines has a narrow window to get its fiscal house back in order or risk putting in jeopardy economic reforms that have taken years to put in place.
A key supporter of President Arroyo’s economic reform agenda, the World Bank is starting to show some “concern†over recent revenue shortfalls, von Amsberg said, adding the government must “put its energies†to repairing the gaps so that “in the next six months the tax to GDP [gross domestic product] ratio is increasing again,†an “important signal†to investors.

WASHINGTON – The government took the American bald eagle off the endangered species list Thursday — an official act of name-dropping that President Bush hailed as “a wonderful way” to celebrate the Fourth of July.
Bush said the bald eagle’s resurgence after a four-decade-old fight should be credited to cooperation between private landowners and federal and state governments. “This great conservation achievement means more and more Americans across the nation will enjoy the thrill of seeing bald eagles soar,” he said.

A philosopher once said that to speak a different language was to perceive a different world. But what happens when people from different worlds all try to speak the same language? To answer that question, 200 writers, scholars and teachers gathered recently for a World Englishes Conference at Indiana’s Purdue University.
English has become the language of international business. Because of that, English as we know is changing rapidly. “If less developed countries want to become involved in the global marketplace, then speaking English is perceived as a necessary goal,” says the event’s organizer, Purdue English professor Margie Berns.

Manila (29 June) — The Philippines’ anti-terrorism law otherwise known as the “Human Security Act” will now finally take effect on Wednesday, July 15.
This law, Republic Act No. 9372, defines terrorism as acts of sowing and creating a condition of widespread and extraordinary fear and panic among the populace, in order to coerce the government to give to an unlawful demand. It prescribes imprisonment of up to 40 years for violators.
The Anti-Terrorism Council (ATC) will meet Thursday to prepare for the implementation of the law and discuss the creation of a body that will implement the law. An information campaign on the law would be launched to make the people understand the law and to address the fears of possible abuses in the implementation of its provisions.
The RP-US Mutual Defense Board, in its recent meeting commended the cooperative defense and security activities of both countries in the past year that have resulted in the killing of Abu Sayyaf leaders. Both countries reaffirmed their commitment to defend one another against common threats and we will continue cooperation in responding to various security concerns in the region. Only through reinforcing efforts can lasting peace and security in this part of the globe be achieved. US troops provided crucial intelligence information to Philippine military that led to the killing of Abu Sayyaf leaders Khadaffy Janjalani and Abu Solaiman. US forces would continue to provide assistance to Filipino troops against remnants of the Abu Sayyaf. (PIA—MMIO)

IN THE midst of a swirl of speculations regarding the possible resolution of the bitter conflict between Golden Boy Promotions and Bob Arum of Top Rank in the mediation talks presided over by retired judge Dan Weinstein, trainer Freddie Roach believes the best fight for Manny Pacquiao would be a rematch against Marco Antonio Barrera.
Roach, in an overseas telephone conversation with Viva Sports/Standard Today declined to make any comments on the mediation talks or their outcome.
“I have no idea,†said Roach, who indicated that if differences are resolved, then a Barrera rematch is “the best fight at this time, because Barrera is going to retire if he doesn’t fight Manny.â€
