RP, others urge democracy in Myanmar

The Philippines and other member countries of the Association of Southeast Asian Nations sharply criticized fellow member Myanmar on Sunday for failing to restore democracy and keeping opposition leader and Nobel peace laureate Aung San Suu Kyi in detention.

It was a major departure from tradition for the 10-member Association of South East Asian Nations (ASEAN), which usually avoids commenting on the internal affairs of member states.

Philippine Foreign Secretary Alberto Romulo, the host of a meeting of ASEAN foreign ministers, said the comments were made at a dinner ahead of the main meeting that starts on Monday.

He said the Philippines was joined by several other nations in calling for the restoration of democracy in the former Burma and the release of Suu Kyi, who has been under house arrest since May 2003.

“I sense there is impatience, there is frustration,” Romulo told reporters. “So we urged Myanmar in the spirit of ASEAN that they should accelerate the process of the roadmap to democracy.

fuel oil to keep plants running

The National Power Corp. has set emergency deliveries of fuel oil and coal supply in August for its power plants.

Napocor felt the need to beef up its supply after its Sual coal-fired and Malaya thermal plants ran out of fuel last week.

Napocor, through its Bids and Awards Committee, sent out invitations for proposals just this month to coal suppliers for steaming coal of two panamax shipments (65,000 metric tons each equivalent) and 90,000 metric tons of blending coal, all for the requirements of the 1,200-megawatt Sual station in Pangasinan.

The state power-generating company had scheduled bidding for steaming coal on July 16 and for blending coal on July 26. It requires immediate delivery for the plant’s August and September coal requirements.

Among the coal suppliers invited to bid were PT Andalan Berjaya, PT Kaltim Prima, PT Arumin’ PT Indominco Mandiri and Yanzhou Coal.

Asean envoys fail to agree on creating human rights body

Southeast Asian diplomats have failed to reach full agreement on the creation of a human rights commission under a landmark charter they are drafting, a diplomat said Sunday.

Military-ruled Myanmar, which has been condemned for its dismal human rights record, has objected to any mention of a human rights commission in the charter being drafted by the Association of Southeast Asian Nations.

Diplomats in an Asean task force writing the charter will submit a draft including formation of a human rights commission to the bloc’s foreign ministers at their annual meeting in Manila on Monday, a diplomat on the task force said. But the document will state that Myanmar did not accept the commission, leaving it to the ministers to resolve the issue, the diplomat told The Associated Press on condition of anonymity because he was not authorized to speak to the media.

Cambodia, Laos and Vietnam also suggested they are not ready for the immediate establishment of such a body, which could deal with human rights violations in the region, the diplomat said.

CEBU CITY, Philippines–The introduction of regular chartered flights between Cebu and Shanghai will open up the huge Chinese market to the local tourism industry.

Shanghai tourism attaché Gerard Panga called the China Southern Airlines inaugural Shanghai-Cebu flight, which landed in Cebu early Saturday morning, a breakthrough for Cebus tourism industry.

Shanghai, along with Beijing and Guangzhou, is among the three most economically developed regions in China, and they are considered major sources of outbound tourists.

The over 100 Chinese tourists who arrived on board the China Southern Airlines chartered flight were set to go to Bohol for a brief tour there.

Philippine Consul General to Shanghai Jesus Yabes, who accompanied the Chinese tourists, said the direct flights would make Cebu more attractive to the Shanghai tourists since it would cut down travel time.

While the flight from Shanghai to Cebu and Manila lasted three hours, Yabes said the tourists who would likely come to Cebu had to stay overnight in Manila.

“With the direct flight from Shanghai, the tourists could have more time to spend in Cebu,” he added.

Yabes urged Cebu to enhance its beaches and water sports to make it more attractive to the Chinese market.

He said the World Tourism Organization WTO estimated that the Chinese outbound tourists would reach 100 million by the year 2020.

The Philippine Tobacco Institute (PTI), the umbrella organization of all cigarette manufacturers in the country, has reiterated its members’ support and compliance to Republic Act 9211, otherwise known as the Tobacco Regulation Act of 2003, especially with the recent ban on outdoor advertising which took effect last July 1.

PTI president Rodolfo Salanga said not a single tobacco billboard is left standing anywhere in the country, but noted that the Department of Health (DOH) insists the ban includes advertising materials like posters, leaflets and signages at a point-of-sale or retail outlets.

Salanga said their members have asked the Marikina Regional Trial Court to interpret the provision of RA 9211 covering the advertising ban to avoid confusion.

“Rest assured, we will comply with how the court will rule. With due respect to the DOH, what we seek here is a common, acceptable interpretation of the law,” he said.

The Supreme Court has ordered Sen. Loren Legarda to pay P1.871 million for the return of election paraphernalia used in the poll protest she filed against Vice President Noli de Castro during the May 2004 elections.

Lawyer Jose Midas Marquez said the SC, sitting as the Presidential Electoral Tribunal (PET) where Legarda filed her protest, ordered her to pay the amount as additional deposit to cover expenses for the return of ballot boxes and other election materials to Cebu and Pampanga.

Marquez explained that the PET dismissed the second aspect of the electoral protest last June 6 due to Legarda’s failure to pay P3 million in bonds.

“So after the second aspect of the case was dismissed, the ballot boxes, list of voters and other election paraphernalia would be returned to Cebu and Pampanga where the materials came from,” Marquez, SC spokesman, said.
